Delhi Sealing : Bill passed in LS against sealing drives

The Bill to extend the Special Provisions for Delhi by a year till December 31, 2010, was passed by the Lok Sabha on Wednesday.

The Delhi Laws (Special Provisions Act-2006) was enacted for a year on May 19, 2006. The Act required that the Centre take all possible steps within a period of one year to finalise norms, policy guidelines and feasible strategies to deal with certain categories of unauthorised development. No punitive action, especially sealing or demolition, was to take place during the period of the moratorium.

The Delhi Laws (Special Provisions) Bill, 2009, seeks to provide protection to encroachment or unauthorised development in the form of encroachment by slum dwellers and ‘jhuggi-jhopri’ clusters, hawkers and urban street vendors, unauthorised colonies, village area and its extension. It extends relief from sealing and demolition of unauthorised colonies in Delhi till December 2010. The previous bill was enacted in March 2009 and gave protection to encroachment or unauthorised development in various categories till December 2009.
