Delhi Sealing : MCD Standing Committee ordered to deputy commissioners to present the details of desealing

The MCD Standing Committee has ordered the deputy commissioners of all zones to present the details of all de-sealing carried out till its next meeting.

The committee has also instructed officials to expedite the de-sealing of premises on un-notified roads, sealed because of commercial activity taking place in them, if owners give an affidavit stating they are stopping the misuse of their properties. Additional commissioner (Engineering) Naresh Kumar told the committee that all DCs were called on Monday and asked to de-seal such premises. He added that work was expected to be completed in seven to 10 days.

The committee reiterated that in residential plots, one small shop, up to 20 sq m in size and dealing in any of the 24 designated items for such shops, is permitted per dwelling unit in the plot. Gupta said some shops were sealed on grounds that only one small shop was permitted per plot, as per the Delhi Masterplan 2021, which is false; and ordered an inquiry into the role of the officials involved.

Kumar said building plans for the third floor would be passed soon, after the Supreme Court gave permission for this recently. He said a fourth floor is also allowed on the condition that its height does not exceed the 15 m-limit.

In a major relief to shops located in ’special areas’ notified under the Master Plan 2021, the Municipal Corporation of Delhi (MCD) on Wednesday said the owners of such establishments would not need to register themselves or pay conversion charges.

“We have resolved that registration for business establishments in special areas should not be made compulsory, neither should conversion or parking charges be levied on them,” MCD standing committee chairman Vijender Gupta told reporters here.

He cited the Master Plan for Delhi 1962 and a Supreme Court order of March 10 to buttress his point.

Karol Bagh, Chandni Chowk, Sadar Bazar, Nai Sadak are among the special areas notified under MPD-2021 and redevelopment schemes are to be undertaken in these places.

The standing committee meeting also saw members raising complaints of alleged harassment of public by MCD officials during the sealing exercise.

Gupta said deputy commissioners of all the MCD zones have been summoned to the next committee meeting to get their feedback on this issue.
